The official 19 October announcement says there are currently no plans for off-contract PAPER transfers, citing manipulation risks from external perpetual markets.
Planned fee changes concern positions closed within 6 basis points of entry during on-hours or 10 during off-hours. These are price-distance bands, not fee rates.
The team also proposes supply-linked PAPER issuance and a time-weighted multiplier near insolvency, plus initially whitelisted builder codes and other contract adjustments.
Documentation and a timelock announcement are still expected. The team describes activation 24 hours after queuing, subject to final security checks; no activation date has been established.
